The point is that you do NOT have all the information you need because the rules (or, if you prefer, the enforcement of those rules) have changed and continue to change in what many feel is non-transparent and capricious ways. As such, it is not irrational to be worried about whether you, as a foreign national, will be admitted and, if admitted, will be able to do whatever it was you planned on doing without running afoul of ICE/CBP.
