From: Lad Prabhakar <prabhakar.mahadev-lad.rj@xxxxxxxxxxxxxx> Update the PHY driver to support SoC-specific OBINT enable bits by introducing the `obint_enable_bits` field in the `rcar_gen3_phy_drv_data` structure.
