It can be a lot of work to maintain such a site. The difference is: why duplicate? There is a lot more to ORCID than mapping a name to an email address. Does the IETF want to write and maintain something that users might do little more than point to their ORCID URL (or some other place)?

I have never heard of ORCID before, but I love the idea. Just signed up.
