That's because openh264 obsoletes "noopenh264 < 1:0" and noopenh264 has
"0:0.1.0~openh264_2.4.1" version. I.e. openh264 is built to replace
noopenh264 we have in Fedora.

Installing noopenh264 from a local file, suprisingly, overrides obsoletes.
Probably to mimic a behavior of rpm command.
