I just had the same result, but this worked for me:

sudo dnf download noopenh264.x86_64
sudo dnf install noopenh264-2.5.0-2.fc42.x86_64.rpm --allowerasing

Trying to install from the repo without downloading gave similar
results to sudo dnf swap.
