Hmm, it works for me on Fedora 41.  Maybe try disabling the Cisco repo
first?

   sudo dnf config-manager setopt fedora-cisco-openh264.enabled=0

You need to do this anyway, because otherwise every time you apply
updates, it'll undo the swap, because openh264 obsoletes noopenh264.
