Yes you can, I have this for work (xfce is quite good when using the laptop 
connected to a beamer, with OpenBoard). I use TDE when not using the beamer.

But actually, editing these few menus is easy and you can then use MX Tools 
from TDE.

However, that is not what the OP wanted as it requires the user to understand 
more of how his system works.
