Thank you Michael,

Must have been something wrong in the grub install.
In the end, I solved it by upgrading MX 21 to MX 23, which reinstalled grub. 
After that, grub-install and update-grub worked as expected. I lost Plymouth 
on the way and now have a standard Debian boot, which is good.
