Actually, I don't think it was ever doable. Even Tiblit, which was
probably the most adjustable KDE3 theme ever made, doesn't seem
to have included a scrollbar width adjustment per se
( https://store.kde.org/p/1100840 lists what it did allow you to adjust).
Well, as often is the case, my memory works fine but always with many
hours lag time. Aging is so wonderful!
I filed a bug report about the issue -- 15 years ago:

Michele replied that scroll bar width is theme style dependent. For
example, QtCurve and Polyester allow adjusting. I never used those
styles. I'll have to look deeper.
