Ah, good point. Actually we are not even trying to provide any recommendations here, just outline factors to consider. I agree, based on the title of the sections 3 and 3.2, recommendations are expected. How about adding another sentence after the one you quote? Smth like: "Operators are advised to take those factors into account prior to the migration."
