I like this re-framing, John. What we are all experiencing appears to be a response to an underlying issue of bot-driven traffic. Maybe that is something the IETF might want to talk about – not as a Tools Team issue but a broader problem on the internet, to which perhaps there might be future IETF-driven solutions. I know I would enjoy learning more about the increase in bot volume, what is driving it, where the traffic sources from, etc.
