This is a much wider and deeper problem that almost certainly has a deep societal root cause. I do a lot of work for an amateur radio national society and also for a UK engineering learned society and both find it increasingly difficult to recruit volunteers. Organisations seem to rely more and more on volunteer activity to provide professional services to an increasing degree of perfection in an increasingly complex rules based environment in which the volunteer is subjected to increasing social media fuelled scrutiny.
