An attempt was made (back when Andrew was incoming ISOC president) to get the
ISOC president to appoint in *OCTOBER* of the previous year such that we'd
have a nomcom-chair-elect who would be learning. That also *reduces* the
effort needed by the nomcom-past-chair in teaching. This has yet to happen.
I also would like if nomcom chairs could alternate in gender.
