It was during the 2012-2013 nomcom process under Alison Mankin that we
attempted to interview every candidate.  There are a bunch of reasons for
this.

1. almost everyone on the list probably could do the job.

2. resumes and questionnaires and DT evidence are not always indicative of
   ability to manage an area (IESG) or deal with subtle international liason
   duties of the IAB.

3. even for candidates which might have been "below the cut", giving them an
   interview prepares them better for next time when they might be above the
   cut.

This last part is particularly important if you care about diversity, and if
you want to make sure that there are viable candidates going forward.
