There is a difference between what the rules officially say, and what the community expects. I would expect that if someone wasn’t picked, and they did not have an interview, that it would be highly likely they would file an appeal. The IETF community easily gets up in arms if someone suggests doing something out of the “norm”. (Ask me how I know :)

That's a curious assertion.  Would you expect a typical candidate to file an HR complaint if they applied for a job and were rejected without an interview?  That does happen in the real world, so it shouldn't be a bizarre occurrence here.

Now, if the NomCom had a plurality of candidates and interviewed none of them before returning its slate, I would expect that to raise eyebrows.
