….and distancing itself from any perceived nation state affiliation would be a positive.
There are such trans-national bodies that have adequate meeting space in the location you mention.

Given the unstable nature of the world, perhaps the IETF should consider a specialist neutral country such as Switzerland?
It might even re-consider the benefits of meeting in a single venue vs its historic peripatetic approach.
