There are mature recipes to build GCC in MSYS2:

   https://github.com/msys2/MINGW-packages/tree/master/mingw-w64-gcc


You may clone the repo, cd into that directory in a UCRT64 shell, and run `makepkg-mingw`. In case there 
are missing dependencies, they can be installed with `pacman -S mingw-w64-ucrt-x86_64-<PACKAGE-NAME>`.
