I added Provides anyway, since otherwise we'll have a bunch of broken
packages in rawhide and F43. I think it's not too semantically
outrageous because the builtin loader really does support webp.
But I only added "Provides: webp-pixbuf-loader", not "Provides:
webp-pixbuf-loader%{?_isa} which is evidently required here. :(
