Hello,
Branch has been created and commits merged (epel10).
https://src.fedoraproject.org/rpms/aspell-fr
But the `fedpkg update` hasn't been done.
I tried but it's not allowed for me.
I'm not sure where to ask help.

Most likely because it wasn't requested. Branching for new EPEL
releases is not automatic.
You should file a bugzilla ticket against aspell-fr and ask if it could
be branched for EPEL10. You could also potentially offer to be made a
co-maintainer so that you can maintain the EPEL10 branch, though this
is
more involved if you are not currently a member of the packager group.
