That is not what is happening, see my reply to other email in this thread.

Why?

The upstream is extremely hostile and refuse to merge any pull requests. Check [1] and [2] for example.

But maybe we can include Python binding installation into our downstream CMake build manifest?

Sorry to hear that. But this requires no upstream changes, just the (now merged) changes in the specfile.
