setuptools is removing support for setup.py build and setup.py install
commands, not for the setup.py file itself. The file can stay, we just cannot
execute it directly via those commands, but only via the pyproject setuptools
build backend.
So, no, this was not meant as a temporary solution.
I cannot speak for the setuptools project, they tend to get creative, but there
is no known or planed reson this should be considered temporary.
