That shows that from systemd-networkd's perspective those interfaces are unmanaged, i.e. probably managed by something else, and my educated guess would be NetworkManager. Hence it's really pointless to enable systemd-networkd-wait-online, it's never gonna work if you use a different network management solution. Hence, you have to look at NetworkManager's wait-online tool, and figure out if and how to configure it, but that's something to ask the NM community about/look at their docs for, I cannot help with that.
