As Lennart indicated, you may need to
properly configure your interfaces
(especially if you have multiple) to
indicate whether they are required
for online status.  For a number of
my existing (but inactive) interfaces
I ended up adding:

 Unmanaged=yes
 RequiredForOnline=no

for my use cases (obviously your
use cases will be different).

You should be able to see the
problematic (for you) use cases
using:

  networkctl
