You made a typo there, it's network-online.target, not
networ-online.target.

This is a generic target though, you need to actually plug something
behind that. With networkd you can do that via "systemctl enable
systemd-networkd-wait-online.service". NM has something similar.

Note that means your boot will be delayed until networking is
complete. Depending on your setup that might or might not be what you
want.

And if you have more than a single interface you might want to
fine-tune what "being online" means specifically. They knobs for that
depend on your networking stack however.
