Seems as though it is iterating for each entry in the rtwxxx usb adapter hardware list not just the ones on my system.

Seems you are using some out-of-tree driver (shipped by dkms) for Realtek Wifi 5 devices? And this is totally normal, the dkms don't care what hardware is installed on your machine but it just tries to build and install all drivers it contains. And those drivers are to be load on demand by the kernel or udev.

The dracut error is worrisome although the initramfs for the new kernel is in \boot.

The error you are seeing is during building of new initramfs. One module of dracut, likely from /usr/lib/dracut/modules.d or any equivalent place, asked '/etc/fcoe/cfg-*' from the current system to be installed to the initramfs (you could check by yourself to see what is the module). But the installation failed, might due to the files specified by '/etc/fcoe/cfg-*' don't exist at the first place or any other error.

Those kind of file usually serves as an early stage configuration if your rootfs is from some fiber channel, if your system is not the case, you can safely ignore the error. And this kind of error won't fail the whole generation of initramfs, so it won't impact the system.

Is this just noise from dnf5 or is there a problem?

And usually, those logs won't show up, I suspect it is the error during the initramfs generation that caused dnf5 to print the log (like, just in case, since there are chances where missing files in initramfs is critical and the sysadmins want to know). So you can ignore those log, or find the module that required the installation of  '/etc/fcoe/cfg-*', file a bug against it (by asking the authors to check if the file exist before calling inst), or just delete the related file/package.
