I have the same issue with a different HP printer.  Trying to do

./hplip-3.25.2-plugin.run

results in

error: fedora-41 version is not supported, so all dependencies may not be installed. However trying to install using fedora-40 version packages.

Then later I get

SELinux must run in permissive mode or it must be disabled for HPLIP to function properly. Please run SELinux in permissive mode or disable it before continuing.
To complete the install in Fedora you must quit the installer at the printer setup stage, log out, log back in, and run hp-setup.

I have updated the plugin on my printer using the hp-toobox gui for years and it has never complained about the SElinux mode.

I currently have SELINUX set to enforcing and SELINUXTYPE set to targeted, and it has been this way since 2020.
