Geez, I love learning something useful and helpful. :D

I had to temporarily enable the system tray handlers to gain access to the system tray config dialog. After configuring, logging out and in seems to resolve the placement issue.

A quick check finds the sort order is stored in $TDEHOME/share/config/systemtray_panelappletrc: [SortedTrayIcons]. Easy to log out of the TDE session and sync that group section with other affected user accounts.

So simple and straightforward. I owe you one.
