The tdepim-tderesources ebuild for Gentoo, which controls the groupware plugins, has no non-TDE dependencies and enables all the plugins unconditionally. Based on that, the groupware software should not be required to build the plugins, but I don't have tdepim installed and haven't actually tested this. E.
