[REGDB] Update for Costa Rica (CR) regulatory domain

Hello,

I am reporting an issue with the wireless regulatory domain for Costa Rica (CR) in the wireless - regdb. The current rules appear to be overly restrictive, causing significant performance degradation on modern Wi-Fi 6 hardware and devices using the 5Ghz band.

The issue:
When the regulatory domain is set to my country (CR), my Wi-Fi throughput is capped at approximately 100 Mbps. When I manually set the domain to US or other countries, I achieve my connection's full speed of ~600 Mbps.
 The information obtained from the command: iw reg get, displays how the 5Ghz bands are getting bottlenecked by their max bandwidth of 20Mhz while apparently wifi 7 6Ghz has been updated.

Hardware info:
•Device: Linux desktop running Fedora 42, also tested on the latest public stable(non lts )kernel using Arch linux
•Wi-Fi Adapter: TP-Link Archer T2OE (Realtek RTL8852AE)
•Kernel version: 6.15.9-201.fc42.x86_64
