[PATCH rtw-next 2/4] wifi: rtw89: 8922a: fix TX fail with wrong VCO setting

An incorrect Voltage Controlled Oscillator (VCO) setting
may cause Synthesizer (SYN) unlock, which may lead to a
failure in the TX authentication request.
