[PATCH v1 28/28] cyclictest.8: Reference rtla-timerlat(1)

rtla-timerlat should be the official cyclictest replacement at some point.
Mention it at the "See also" section.

While at it, use the correct nroff macro for referencing manpages for the
whole section.
