[PATCH v5 02/20] x86: apic: Move apic_update_irq_cfg() calls to apic_update_vector()

All callers of apic_update_vector() also call apic_update_irq_cfg()
after it. So, simplify code by moving all such apic_update_irq_cfg()
calls to apic_update_vector().

No functional change intended.
