The abstract has been shortened as recommended.
The introduction was *not* changed because we felt the statement you suggested was missing ("this document recommends using...") was already present in this form:
"Due to fundamental shortcomings of [7050], [8781] is the preferred solution for new deployments." (Simplified references)
