This doesn't seem consistent with RFC 8713's requirement that
The announcement should be made at least one week
prior to the date on which the random selection will
occur.
If you are going to release the list on 7/1 and then do the selection on 7/4, that's only three days, even not accounting for the challenge period, which you need to do.
