Thanks.  I’m not sure there’s anything to present in SPICE yet, or that SPICE is even the right venue.  While there are definitely credentialing problems to solve here, there’s also a lot of work to be done around delegated authorization beyond what OAuth provides today.  A few folks have started really thinking about these issues in another OpenID Foundation WG.  As I mentioned, at this stage we’re still sizing up the problem space from a human and technology perspective before we dive into designing technical solutions.
