I use these all the time. I don't care about the YouTube terms, but some people definitely do.

I think the thing to do here is put them on BitTorrent and also host them on IETF or other services.

I watched the 2018 World Cup match between Spain and Portugal in sparkling 4K in 2018 using this method. It looked better than the cable company's stream.
