I'm one of the moderators of the ietf@xxxxxxxx list. You may not be aware that this list has a fairly restrictive scope of permissible topics. They are defined in RFC9245, which goes on to say
Inappropriate postings include:
- Advertising and other unsolicited bulk e-mail
- Discussion of subjects unrelated to IETF policy, meetings, activities, or technical topics
- Uncivil commentary, regardless of the general subject, per the IETF Note Well [NOTE-WELL]
- Announcements of conferences, events, or activities that are not sponsored or endorsed by the IETF, IRTF, IAB, or the Internet Society.
I interpret your announcement as an activity of the fourth bullet. It's true that PQC is also an IETF technical topic, but there are more appropriate lists for that. In your document you've already identified CFRG, TLS, LAKE & SUIT. There is also PQUIP.
My suggestion is to get in touch with the chairs of those working groups and ask them if an announcement would be in scope for those lists.
