The IETF is fully compliant with GDPR and ensures that by using specialist counsel to assess GDPR compliance.  From my experience of working with counsel on this (and no comment on your own experience/knowledge), GDPR is much more complex and nuanced than the broad interpretations people are generally exposed to, and this leads to incorrect assumptions about how it applies in the IETF context.
