There is a bunch of people who use one name in their day-to-day life, including contributions in IETF, and a completely different one in their legal documents. That happens for various honest reasons, probably most often because changing legal name in some countries is impossible or has massive consequences not worth that change.
Forcing people to use their legal identity to contribute in IETF means that people won’t recognize who is that author, even though they spoke to them five minutes ago. Which would make things go worse → from negligently mis-authoring “only” old RFCs to actively mis-authoring new RFCs.
