I don't believe the IETF, and certainly not IETF LLC, should be concerned with political opinions of participants. In the end it's a brutally practical question - will physical attendance at IETF 127 be sufficient to balance the books, or at least be financially preferable to paying the cancellation penalty?
I think that is about right. I might have also said to have a successful IETF meeting.

I suspect (that is, hope) that the situation stabilizes in the next 12-18 months so potential attendees can make an informed decision if they are willing to travel to San Francisco. Currently it seems like there is a great deal of uncertainty.

I suspect there's a second question underlying this.  "Can we hold an IETF in a given country without running afoul of their legal structures?"   Where "legal structures" is everything from black and white law, to annoying bureaucratic regulations, to the wink-wink, nod-nod of the *real* effective laws irrespective of what's written down.

WRT to the US and the news "ripped from the headlines" I'd be nervous about trying to have a meeting here anywhere in the next few months as the "real" law relative to immigration (and for that matter free speech) seems to currently be at variance from common, regulatory, statutory and constitutional law as it was understood say a year ago.   That said, the white blood cells of the court system are starting to have some effect - we'll have to wait and see if the patient recovers.

(on the general topic - we have a few years - let's see what happens to things that affect us and our attendees.. it may or may not resolve out...)
