Why do you think an IETF meeting would not happen if it were planned in Kyiv?

I agree that is the requirement for the LLC. But the IESG would/should also need to evaluate whether it will be possible to have an effective/productive meeting.
No it doesn't. A perfectly acceptable failure mode here is that we end up with a compromised meeting. That is not a desirable outcome but it is not a disastrous one.All we can really ask of the LLC is that it does its best to apply DEI criteria in selecting meeting locations based on what the expected circumstances are at the time of the planned meeting. If circumstances change, we will have to improvise.I don't think we would have continued with a meeting in Kyiv had one been planned. LLC should probably consider adding public disturbances and declarations of martial law to the list of reasons to cancel, I assume war and natural disasters are already there.I don't think we should be demanding the IETF burn a million bucks to make a statement. There are more economical ways of making a point. If it is just a matter of filling hotel rooms, maybe we hold a different type of meeting focused on developing Technologies of Freedom.
