I was reading this mailing list the last time the community had one
of its lengthiest discussion about a future meeting. That discussion
led to RFC 8718 and RFC 8719. The document defined "why we meet", as
Ted mentioned.
One of the options, nowadays, is for the IETF Administration LLC to
conduct a formal reassessment process. Another option is for the
IETF Administration LLC to wait for an emergency situation to occur
and then discuss what to do.
