FWIW, this issue is hacked around in most consumer software. You put something like "Just now" or "30m ago" or "6 hours ago" or "9am tomorrow" (local time).
Once you get past a day or two of resolution, the time zone trivia melts away. Most of the more precise things run on UTC (like this mailing list).
