IMHO, it's always been the case that anybody can talk to anybody about anything at IETF meeting sites, in private or in public. If it isn't part of the IETF official agenda, it really doesn't matter if the meeting borrows IETF resources, with consent. The meeting is a public meeting where _/anybody/_from _/any/_country is welcome. I do not represent the IETF in any way. I hope the meeting willlead to an open dialogue and increased understandingbetween IETF people and government officials. The plan is not to have long presentations, but if _/anybody/_want to show a few slides to foster discussion they are very welcome to do so.
