It’s a bug - to be fixed in -41.

Review result: Ready with Nits

I previously reviewed -39, and -40 contains (by volume) very few changes. From
a DNS perspective, this version is just as ready as -39.

I'm a little curious about one change in section 26 (IANA Considerations):

Although option nicknames are not used in-band, within new UNSAFE
option names MUST commence with the capital letter "U" and new SAFE
options MUST NOT commence with either uppercase or lowercase "U".

What is the word "within" doing in that sentence? If you remove it that
sentence is clear and makes sense.  (Note that the change was to make this
naming scheme required -- -39 used "SHOULD".)
