Hi, yes, at least the 136.226.0.0/16 range was being blocked due to
repeated abuse coming from IPs in that range. Our website and Git repo
have been under almost non-stop attack for weeks, being crawled by
bots that seem to try to consume the entire Git repo over and over
again. When that abuse comes from IPs owned by cloud providers, the
defenses we put in place often hit other customers of the same
provider.

I passed you email onto the sysadmins and they've unblocked that
range, please let us know if you're still having issues.
