Large ranges of IPs are blocked due to unacceptable abuse of our services.
Bots and scrapers keep making the site unusable. The choice is to let them
access the site, or let GCC developers access the site.

Your IP probably falls into one of those ranges used by the scrapers.
Contact overseers@xxxxxxxxxxxxxx for an exception, unless you are
responsible for the scrapers, in which case go away ;-)
