To be honest, I thought the announcement was sent to test-announce only. Now after checking I see that it was sent to many other lists as well. It didn't go to cloud and arm lists (which I included), we can fix that. I also sent a modified announcement to the iot list, but that's a harder problem due to compose process differences.

A second reason to make the special announcement was that we made it clear that this cycle, we need more participation from individual teams. But at the same time, we haven't really sent any request before this (and I believe we should have, the testing effort should be continuous and not just 2 days before Go/NoGo), so I figured better late than never.
 
You can propose changes to both the text of the mail and the places
it's sent to by sending a PR for relvalconsumer. See
