It looks like tagptr is a hard dependency for moka, which is a hard dependency
for the latest release of hickory-resolver, so it seems we will have no choice
but to package this one way or the other.

Petr, do you want to submit an updated package with the necessary license text
patched in, or should I start a new review request and close this one? Thanks!
