Regarding the C extension I haven't found any packaging guidelines for this specifically, but I believe I found a good solution following the general guidelines and looking at some other spec files with python-*-devel subpackages. I'm not sure the -devel package is very useful (everyone who'll develop with that will probably just clone the source and go from there) but for the sake of following the rules as good as possible there is now the -devel package. The unversioned so file should be alright because it is only for internal use and not in any searchpath. Tests are now enabled and passing.
